Our client, the Fiji Revenue & Customs Service (FRCS), is a statutory body established under the FRCS Act 1998. It is an agent of the State for the administration and enforcement of Tax and Customs laws in Fiji. FRCS is in the midst of an exciting journey to make tax simpler and more certain for taxpayers.

The Board of FRCS is seeking to appoint a dynamic, innovative and commercially astute professional to the role of Chief Executive Officer (CEO), equivalent to the Commissioner of Taxation, to continue its transformation journey. The CEO is accountable to the Board of Directors and will be responsible for the overall strategic and operational performance of FRCS. This includes responsibility for effectively communicating a compelling and inspired vision to others in the organisation, being accountable for driving a customer-focused culture, and managing relationships with key stakeholders to ensure FRCS meets its objectives.

As the leader of the organisation, other key responsibilities include:

Efficiently and effectively implementing FRCS’ current and future strategic and operational transformation agenda.
Ensuring the effective management of the organisation including business planning, financial management, human capital management, and oversight of policy and governance functions.
Leading change, innovation and continuous improvement in systems and work processes and practices to achieve operational efficiencies.
Building and maintaining strong collaborative relationships with stakeholders.
Controlling and managing FRCS’s overall risk and compliance exposure including ensuring effective implementation and on-going assurance of WCO standard Customs border compliance and intelligence operations to protect Fiji’s borders.
Providing strategic support, advice and recommendations to the Board of Directors.
Leading, managing and developing a leadership team to deliver results in accordance with FRCS’s objectives.
Qualifications and experience

A tertiary qualification in business or other relevant discipline, with proven experience as CEO or in a senior executive role for at least eight (8) years is an essential prerequisite.
Knowledge and experience in tax and customs/ border control laws, regulations and work environment.
Accomplished business skills and commercial acumen with the capability to drive change and achieve results and targets.
Strong conflict management skills and an ability to navigate complex situations effectively.
Exceptional leadership and management skills with a focus on developing high-performing teams, building strong relationships, fostering stakeholder engagement, and driving a customer service culture of excellence and innovation.
Personal attributes of professional authority, credibility, integrity, and ethical and sound judgement are essential.
